How is this project funded?

The total cost for the planning project is $414,000. Most of the project cost is covered by a $336,000 federal grant and the remainder is paid by RTA.


How does this project differ from other planning projects in the area?

Previous plans identified W. 25th Street as a priority corridor for bus rapid transit and framed opportunities for adjacent development. The current Clark Fulton Master Plan process overlaps geographically with a portion of the overall 25Connects corridor, but focuses on a unique scope of work. Both consultant teams are working closely to coordinate engagement efforts. 25Connects advances previous planning frameworks with specific recommendations for transit waiting environments, funding sources for development, and form-based code along the corridor.


Why is the project moving forward during quarantine?

GCRTA and the project consultant team evaluated various options to delay or modify the project timeline in response to quarantine restrictions. Based on current safety guidelines, the team decided to move forward with a dual strategy of delaying in-person gatherings, while modifying other public activities with appropriate accommodations.


How will the public engagement activities respond to COVID-19?

Public engagement is a critical element of the 25Connects plan. The community engagement strategy incorporates a few changes in response to safety guidelines established by the State of Ohio. First, the project schedule was extended by a couple months to avoid personal contact during the initial quarantine period. Second, several virtual engagement opportunities were added to provide community feedback without physical contact. Lastly, large in-person events were divided into multiple activities with fewer participants and cleaning protocols were added to limit the potential spread of infection.


How was the consultant team selected?

The consultant team is led by Stantec, in partnership with Cleveland-based Seventh Hill. GCRTA selected the consultants in January 2020 through a competitive Request for Proposal (RFP) process.
